Newly added requirement (under final coordination)
• Either the applicant or one full-time employee must demonstrate “a considerable level of Japanese language ability.”
• The required standard is B2 (upper-intermediate) on the international CEFR scale, equivalent to JLPT N1 or N2 with a score of at least 112 points.
• The aim is to ensure smoother communication with local communities and reduce social friction.
Positive pathway: Leveraging the Startup Visa
Although the new requirements may seem challenging, there are practical strategies for foreign entrepreneurs:
• The Startup Visa allows an initial stay in Japan, extendable up to two years, before switching to the Business Manager Visa.
